Rules and Regulations Committee Meeting
The Rules and Regulations Committee, Headed by Mark Sandoval, makes recommendations pertaining to rules and regulations that govern activities
within the Long Beach Marina System. The committee is scheduled to meet on the first Wednesday of each month at the Marine Bureau Office, 205 Marina Drive, Long Beach, CA 90803

The Rules and Regulations Committee meeting for October was conducted in the
conference room at the Marine Bureau. Mark Sandoval opened the meeting with a
discussion of the first two topics:
Unreturned Parking Passes, Restroom Keys and Gate/Door Fob Keys
There are times when slip holders vacant their slips and fail to return the parking
passes, restroom keys and/or gate fob keys to the Marine Bureau. Some of these ex-slip holders return one, two or even three years latter to turn in the passes, keys, etc.
and want a refund. Mark will make a recommendation to the Marine Advisory
Commission that no refund should be issued for these items unless the items are
returned within three months of surrendering the slip.
Bottom Liner
A bottom liner is a device, usually made out of
plastic, which supposedly protects the bottom of
the boat from the negative effects of salt water
and sea growth.
Instead of growth depositing itself on the boat hull, barnacles and sea growth attach themselves to the bottom side of the bottom liner causing its weight to get heavier and heavier. Bottom liners are usually attached to the dock cleats rather than the boat thereby forcing the dock to bear the ever-increasing weight of sea growth. This is especially true if the boat owner does not cause the sea growth to be removed usually by a dive service. The Marine Bureau opined that for a boat owner to allow sea growth to continuously accumulate on the boat bottom or on the underside of a bottom liner could place the boat in a category of disrepair or non-operational. A formal letter may be sent to the boat owner to schedule an inspection of the vessel.
Some boat owners vacant their slips and rather than removing the bottom liner, they cause or allow the bottom liners to sink to the sea floor. This is not allowable. Mark Sandoval requested his Marina managers to look further into the extent of the issues concerning bottom liners and make recommendations at the next meeting.
Towing of Motor Vehicles
Effective January 1, 2012, all unlicensed vehicles or vehicles with expired registration found in the Marina’s public parking lots with be towed and impounded at the owner’s expense.
Towing of Vessels for Unauthorized Use of Slips
Slip holders are encouraged to report vessels suspected of occupying slips without authorization. Vessels that occupy slips without authorization are subject to being towed and
impounded at the owner’s expense.
Periodically, suspected vessels are reported by third parties. It is the Marine Bureau’s policy to use discretion before actually removing and towing a boat when unauthorized
slip occupancy is suspected.
The Marine Bureau will make inquiries to determine if the vessel is in the marina lawfully. Before towing a vessel, the Marine Bureau will attempt to contact the slip holder
to determine if permission was given for another boat to temporally occupy the slip.
Slip holders that belong to local yacht clubs frequently allow their clubs to use their slips during their absences as a reciprocal slip for members of visiting yacht clubs.
In this case the Port Captain of the concerned yacht club is required to notify the Marine Bureau immediately and preferably by fax. Messages sent to Marine Bureau
employees by e-mail or text message may not be received for days because of days off, vacation, sick leave or absence of the employee from work. A fax will ensure the
Marine Bureau is notified immediately.
